That's a modified .DLL for 3.4.1 with some enhancements for use with SpecialK, the Monster Hunter World .7z archive for which you want to use the DXGI.dll and DXGI.PDB files mainly also contains a newer unofficial .DLL file for the unofficial SpecialK version.
Files are a bit all over at the moment and it looks to be a work in progress as Kaldaien is working on various additions and also Monster Hunter World lately having given some problems.
Which I believe is why Kaldaien also kinda dropped Final Fantasy XV SpecialK continued support due to this whole anti-debug code making work more difficult, some custom solution added by the developers so I doubt it's being removed and that makes troubleshooting more difficult overall. :)
Although at least I don't think they added a crash system into it like what Monster Hunter World does when it comes across something that's not quite right with it's various scans and checks but removing it entirely or bypassing these custom protection schemes is probably tricky unless the implementation was very sloppy to begin with.
Well that's just the tech of it really, if you want to use the current version for Final Fantasy XV I'd try without ReShade first and see how that works before testing newer .DLL's either for SpecialK or it's ReShade variant. :)
And yeah the game is just kinda unstable and prone to crashes and somewhat sensitive to .DLL injection and the patches seem to have made it a bit worse overall unfortunately.
Corsair CUE or iCUE (3.6.109 being the latest release version.) is not always playing nice if t's running in the background and particularly iCUE adding it's own OSD and functionality so if possible I'd either try keeping it shut down and test how that works with the game and it crashing or alternatively disabling just the OSD but I don't know if this can be done per-profile or if it has to be done globally so it's off for everything in the iCUE options.
I use a Corsair keyboard and mouse myself even if it's nothing fancy and the compatibility problems is why I keep the program turned off and mainly rely on the hardware profiles doing most of the work although it can't do macros and a few other things without the software running so that's the trade-off with relying on the hardware profiles exclusively.
The unofficial version has several advantages though but the recent updates might have caused some additional compatibility problems but then Final Fantasy XV's main archive is using a older version though that could have other problems now after the game itself has been patched and it could also have affected the SpecialK .dll itself.
The anti tamper or anti debug functionality probably isn't helping either although for this game they mainly obstruct instead of outright crash or block things from working though it was still severe enough that Kaldaien only made a smaller mod for the game since it interfered with troubleshooting and debugging which complicates development a lot.
Copy protection alone isn't that problematic it's this custom stuff added in addition to it that's causing that problem and unfortunately I don't see SquareEnix patching it out anytime soon.
