Copy your script to a text file (Notepad or Notepad++). Then clear the fragment box and only insert a semi-colon (;). Then compile the script fragment. Select the scripts tab and select the topic info script (TIF__*). Add those variables as properties to the script (Add New Property).

You can check this easily with SSEEdit (xEdit) by loading the mod lowest in load order. Select the item in the left pane, and in the right pane you will see which mods alter that item. The rightmost mod is the conflict winner.

No, changes made by mods do not stack. The lower a mod is in load order, it completely overwrites changes of other mods higher in load order. If you want all changes to appear, the mod highest in load order should be master of the second one, and the second one master of your mod, but each of the three mods should change different attributes. Otherwise they still will overwrite each other.

Enchantments can only be applied to weapons and armor and Staff Enchantments only to staffs. The only way I can think of is by creating an new weapon, armor or staff with the mesh/textures of the misc item you have in mind. But, you will most probably run into various problems (animations and other).

I do pass by once in a while, but I think you should really start learning all the ins and outs of creating mods for Skyrim. The mod you are trying to create is way over your head.. You simply don't seem to know what you are doing sometimes. Start leaning to use the Creation Kit the proper way and start leaning to script with the Papysus language, and don't rely on others to help you out all the time. START LEARNING!!!

For me it's sometimes easy, but not always. I still have to use the CK wiki sometimes, but it all comes down to understanding the basics of the Papyrus scripting language. Start to learn how a script is used, as an external script or a fragment script.

Yes, I do, but in your Raich.psc I see only 2 statements and both not used correctly!! The GetEquippedSpell return a spell and requires only 1 parameter: 0 = left hand and 1 = right hand, which can then be used to check if it's the correct spell. If not, use UnequipSpell to remove that spell, and EquipSpell to add another. So, you would have to use it as:
