I can't open the game... DirectX-3D?

When i try to lunch the game, i get this:

Failed to initialize Direct3D. Make sure you have at least DirectX 9.0c installed, have drivers for your graphics card and have not disabled 3D acceleration

Im at my uncle's house for a month but I want to try out the new update. Thus I downloaded Besiege to play. But,when i run it, it says "Failed to innitalize player Details: Failed to initialize

Lemme tell you the story. I wanted to play some Stick Fight, but then it said "Failed to initialize Direct3D". So I tried a reinstall. It said the content file was locked. I verified the game files

So I just bought this game on sale and was eager to try it out, but it wont let me start the game. It displays the following error message:
