Faction Potential contains all of those difficulty-setting economic handicaps now so a Normal AI can roll a Legendary potential - some Major factions (Kairos and N'kari) are almost guaranteed to.
Difficulty setting adds to every faction's roll, then global recruitment slots and duration effects are specific to Very Hard and Legendary (as the others used to be).
I just quote some other post i found on it from 3 months ago:

" 1. This is functionally not a thing in IE. Faction potential overrides are almost exclusively used in RoC to boost the other contenders in the soul race. It's only used in IE for a couple factions that have confederation missions with some minor factions, so that the latter survives long enough. Ie. Caledor for Imrik, Karond Kar for Rakarth and Lokhir, Karak Azul for Thorek and Karak Hirn for Belegar. And then only on easy difficulty Eltharion and Teclis get less potential if you play Nkari or Kairos, but that's it for potential overrides in IE.

2. That's not how potential handicap values work. These aren't tresholds, they are max and min values which are used to scale AI difficulty effects based on the current potential value. Ie. upkeep reduction has a potential range of 0 to 400 with an effect min and max value of to up -50%. That means a faction with 0 potential will have 0% upkeep reduction and a faction with 400 potential will have a -50% upkeep reduction. A faction with 200 potential will have a -25% upkeep reduction, a faction with 100 potential will have -12.5%, etc. So there's no tresholds to go over, it all just scales linearly with the potential value.

3. There's also the difficulty modifier, which makes up a major part of the overall potential value on higher difficulties. E.g. most major factions have a base potential value of 150, and up to 50 additional potential that can be gained through the random roll component. Legendary difficulty adds 200 potential on top for every faction, so makes up roughly half of the overall potential value for most major factions."

Why pick? You can go overload and rage at the same time. I did that with lightning.
Theres no problem with running both, they working together just fine. storm and warfare.

Did this in multiplayer, i had to since the poison rouge archer was doing good dmg, untill with hit pan xD Then i had to carry

i suppose you can, but i simply dont like overload and i can already spend my points very efficiently on other mechanics. if i was running out of ways to scale my damage then i could consider it

Overloads mechanic has big issues and because of all the available bonus damage effects of the same kind not really much to offer for its price. Tests on the lightning bolt rouge got me to 63 overload stacks in a bossfight efficiently increasing the damage from 3.5K to 5K per lightning bolt without resistances this is about 300 dps with full resistances and the -40% of the longer duration perk 150 dps you gain yourself so without lifestealing or healthpotion drinking suicide and you do not have enough enemies beside bosses that will last long enough to make use of the death mark lifesteal either. (by the way tested on level 31 character)

my level 20 elementalist unfortunately is not doing exceptional well either as spell damage scaling past level 20 is ♥♥♥♥. The biggest issue between the 2 masterys is that beside spell damage bonuses they do not support the spells of the other mastery only their own ones leading to an inefficient way of spending points other while they can provide support for other masterys storm in particular is not a great support mastery overall while earth provides great support for weapon based masterys as well with physical bonuses, armor and close range passive effects like decreasing the enemy armor value and resistances. In short I do not recommend elementalist right now or any combination with storm mastery where storm mastery is not the main mastery. For earth the best otions are warfare for a defensive or melee and rouge for an offensive playstyle.
