Oh how many times I've wished that subsequent FF games would let me set up gambits!

Even in most recent ones like FF7Reb I wish I could do that; and in fact you KIND OF can, via several materia. Because they realized that this is something very useful in a game where combat is more action-y and therefore it's harder to give commands to everyone manually like you did when everything was (mostly) turn-based.
