It's definitely possible, just make sure you're aware of your current armour and any alterations you can make to your gear. When you hit HR you ideally wanna be using HR stuff.

If by HR you mean hunter rank, you're capped until you finish the story. When you need to gain hunter rank the game will inform you. This is only when the game partially uncaps you in high rank however.

as for OP... ya, the wanted system is nuts. lickly, if you have good stamina, you can just get on a flying mount and go straight up. wait it out for like 30 seconds, and the wanted level goes away
