That's one of the main points of Authentic, you gotta know your rifle, your distance to the target and pay attention to the wind. With time and practice you'll get used to it, just like everyone else.

But if you really want to give up and use it, you can toggle it in the game options and use Custom difficulty (it'll work with any custom setting). That'll void any Authentic-related achievement though.

The game wouldn't get the reencoded file during a file check. Doing a file check uses a different set of system calls than rendering a video typically. Filesystem calls will simply point to the files on disk, while rendering a video usually requests the use of one or more codecs, and those would get rerouted to the reencoded video.

An exception could be if the game itself is doing all the decoding and using standard filesystem calls to open it, but at that point there's likely no need for reencoding the videos anyway. A video would get reencoded if it relies on a Windows provided codec that Valve cannot legally provide. If a game is decoding the video itself, it undoubtedly includes all the relevant codecs.
