Error Code 53 Servers are too busy

Whenever I load up the game, it says the servers are too busy, should I wait and try again or is there a way to stop this?

I've started encountering this every time I start up CoH2. I've tried disabling my all AV software, this worked once but no longer does. I've verified that all the game files are intact, and I've tried uninstalling/reinstalling the game, restarting my computer etc. Does anyone have any suggestions that aren't in the above list?

Someone else posted something about this and was told to restart steam and check connection, I did this and it still won't start. Suggestions? Really love this game.

something to do with antivirus software, but when i click the link on what to do it says that the page doesn't exist...

"Incomplete Installation (53)

IOLO System Mechanic Professional and F-Prot Antivirus
are known to interfere with Steam and cause this error. Please also try following the suggestions in the Delete of steam.exe failed, Win32 Error 5 Access is denied article."

Steam servers too busy... Error code (53)

I recently downloaded enemy within and the chinese triad dlc ( forgot the name ) but the game wont start now... The 'Completing installation...' box comes up, gets to 100%, then I get the message about the servers being too busy to handle my request.

Any help and advise would be much appreciated, thanks.
