You most likely downloaded the "Growable North American Buildings Pack" Mod.

The Mod includes Blank Billboards by default.


1) Use artwork assets and place them over the Blank spots on the Billboards. Will need to do each Billboard separately, but you have complete control over what Billboard appears where.

2) Make a copy of the Billboard.dds texture image and replace the blank space with whatever image you want. If you do this, every billboard in this pack will be your picture instead of being blank.

I completely agree with all of the op's points.

My biggest wish is that they release a collection of the console games, most importantly all titles released on the NES, and we can toss in the PS2 in there as well. I'd, literally, plop down $50US for that collection, and not bat an eye.
