Privileged instruction crashes typically occur when something blocks a Payday 2 process from running, so it's just a case of finding out what's blocking the process.

I have just added it to Windows Defender exclusions list to see if that helps.

It looks like read/write permissions are fine as far as a brief inspection of folder permissions looks.

I do have Razer Synapse and Overwolf installed. Overwolf shouldn't be running but synapse kinda has to be since I actually use it for my peripherals. I have used this software with Payday 2 in the past so I suppose this could be the issue but I'm not really certain.

Everything's updated, checked file integrity and that helped a bit with the crashing but the performance keeps stuttering which I think caused the first crash
