ISSUE
Opening chat from Big Picture overlay with "Use the Big Picture overlay when using a controller" option enabled opens Desktop UI chat window on top of Big Picture chat UI, minimizing current active game settings focus to the newly opened Desktop UI chat window.
If you just return to the game without closing it it will persist in every Big Picture overlay instance, you will be unable to see who you invite from in-game (in Left 4 Dead 2, for example).
P.S. When opening Big Picture sidebar specifically you can sometimes interact with this window while in-game: move it, resize it, close it. The moment you close it however the Big Picture chat will close immediately as well.
In regular Steam Big Picture instance this behavior is not seen at all however.

STEPS

• Open Steam in Desktop UI mode (Not Big Picture)
  
• Enable "Use the Big Picture overlay when using a controller" under Steam > Settings > In Game
  
• Launch a game
  
• Try to open a chat with someone in the overlay
  

RESULTS
Desktop chat window opens on top of the Big Picture overlay, then minimizes the game to focus on the newly opened Desktop UI chat window

EXPECTED
Open chat as a part of the Big Picture overlay, the way it works when Steam is launched in Big Picture mode.

If I end up on a team with five dps. I will swap to dps as well and say screw it. 9 out of ten games when we only have one healer. We will loose. Only times I seen us win with that comp was when the enemy team was worse than us on aim. I dont want role que persay but at this point it would save me from saying. "I wish this game had a hero with more than 350 hp..." in chat, when we have no tanks.

Nice to have an opinion to skiing or snowboarding there
