Packet Loss can be due to a number of things:
1: Ensure that you are using a cable connection to your router/modem. Wi-fi connections are also in use by others. The bandwidth is shared. You could even be in a apartment complex where the wi-fi is shared by many.
2: Avoid playing where possible, during 'peak periods'(generally considered to be 5-9pm but this is changing). If you are playing during these times, consider using a plan that prioritises your connection over others(Yes! It costs more and are actively being advertised and aimed at gamers etc by ISP's)
3: Accept that War Thunder is NOT like 'other' games. In fact, there are not that many games like War Thunder available. Most of the competitors to WT use 'health bars' like an arcade game. War Thunder calculates velocity, direction, round type, penetration value, armour value and type, angle of attack for the round, control of the vehicle, terrain it is crossing, control and steering of a guided missile. It often requires feedback from the player and the Network to do this. It is a 'near sim' like environment. This takes up bandwidth!
4: The condition of your Network by your country. In the face of the Global Financial Crisis and then COVID. Many countries invested government funds into improving their Network infrastructure to counter the lowering of business activity during lockdowns etc to improve their countries growth during these times. Other countries chose a different approach. Those countries that chose to invest in better infrastructure are now reaping the benefits. Other nations have colossal infrastructure budgets now, to play catch up with the others. When inclement weather strikes these nations infrastructure there is little ability to share the load. There are often single points of failure. The AT&T tower attack is an example of this!
5: Misunderstanding about how the Internet really works. Many believe that because they have a good 'Speedtest'(or similar) that they have a 'great' network. But Speedtest etc only test your connection between your router/modem and the nearest 'node' of your ISP. This can be at the end of the street or within 40-50 klms usually. It DOES NOT track the entire path of the data packets. All the data packets in a game like War Thunder may not even travel the same path! Some will be sent from server to server using fibre optic across multiple countries and even continents. Others may travel by satellite etc. All this impacts the result of the game. Tracert is the correct Network command to use. This is its sole purpose. Ping(probably the most misunderstood Network command by gamers) only tells you if you can 'reach' a server. It is left over from the days when servers were not usually 'up' 24/7. Where as these days they are. But the command still does the same thing it did when it was invented.
6: Turn OFF all other apps while running the game. Apps like Discord use a huge amount of bandwidth. This WILL impact your game in some manner. If you have large amounts of RAM, then the impact will be less. But dxdiag's show that this is NOT the norm with players of the game. Most folks have a limited amount of RAM and maybe playing on an older machine that perhaps even needs a BIOS (or other) update. If you do not know what you are doing with regards to BIOS updates. I would strongly suggest that you pay a professional to do it for you. Ensure that your Operating System and graphics drivers(all of them!) are up to date!

Another Network Administrator and myself wrote this some years ago. But it is just as relevant today as it was when it was written. Given current global geo-political events, even more so.
7: There are those who will look at this wall of text and simply be lazy, or have very short attention spans and go TL:DR. They are the ones that I often tell to simply type "Latency and MMO's" into a search engine of your choice and start reading. There are hundreds of thousands of pages on it all over the Internet in whatever language you like. BUT you actually need to READ it to understand. Some seem to believe that the Universe just provides them the answer symbiotically, via their opinion. These people also sometimes believe that the World is flat and you should never sail to the edge, or you may fall off! :)

Owning 1,400 games on Steam, for instance, signals certain lifestyle choices, like having an abundance of free time rather than a meaningful contribution to society. Consumerism like accumulating games isn’t advancing humanity it’s a personal hobby.
It's entirely possible to contribute to society and own 1,400 Steam games at the same time.

In fact, having lots of leisure time and owning many games positively correlates with being a net-positive taxpayer. A person who doesn't work a lot and owns a lot of stuff probably has some form of high-end skill-based income. I'm surprised that someone as intelligent as you isn't able to derive this conclusion.

We will always have work to do; AI and automation will not make human effort obsolete. Just as we transitioned from using horses to cars for transportation, technology reshapes jobs rather than eliminates them. Tasks evolve: people went from cleaning stables to repairing engines.
The people who cleaned stables didn't become the mechanics; the skilled workers like smiths did. The people who cleaned stables became the people at the office who are given a stack of papers to stamp and sort every day. They get paid $80,000 a year to come in, sit down for 7 hours, and make copies of documents and put them into the right box. Meanwhile, 20% of the workers who can actually do math and write sentences without multiple grammatical errors do the real work.

Complete automation will never replace humans, we'll just have different tasks.
This is the first time in human history that we're replacing human labor with total automation. In the past, the nature of work changed, but still always required a human in some capacity. Now, that human is being eliminated from the equation entirely. In the future, even the manufacturing and maintenance of our machines will be automated. Someone will always have to perform research and make new scientific discoveries, of course. But it won't be the people who are flipping the burgers or putting shipping labels on Amazon boxes today.

Anyway, the local McDonald's here already has a bot that dumps the fries into the oil and shakes six nuggies into the box, alongside two AI-driven cashier screens you talk into to place your order (and one remaining human behind the third one). Let's touch base about this topic in 20 years and see how things turned out.
