You have to be in the beta branch, and you have to have Westville unlocked. It's recommended that you start a new save

OP is just rage baiting, Whatever who cares. Not even going to reply to him.
There are significant problems downstream from open weapons.
Assault, Being a totally useless class with no identity without the monopoly on ARs, was given a shotgun as a gadget. Or some kind of super sidearm.
Because the class is frankly a complete joke, Has no roll to fill, Dice has to do something for the class.

Dice is now nerfing the shotgun. Not because its too powerful really, But because there are a insane amount of them AND everyone who has a shotgun loses zero combat effectiveness. We dont have to choose between range and damage anymore. This bad joke Dice is playing on us is blowing up this dichotomy.
Almost nobody would have cared about shotguns if they weren't a gadget.
This one example of the downstream effects of unlocked weapons.
The ability to ignore class identity is effecting the whole weapon ecosystem.
Imagine how many nerds to ARs are going to have to be nerfed over and over. Because the playerbase will complain "80% of the player base is running around with X rifle"

You need to realize how pity works, nobody cares how long YOU take, it's a sample size of 1: meaningless.

All the ones you mentioned had a working pity system
Nell doesn't

meaning, statistically, you got extremely lucky

Nell has her own box with 25% of 1 on 4 and you can pity it. In 20 hours you would have her by now if you used it.

More players have her already and faster than me than players complaining about it. I would say its only a small minority complaining and almost all are using the pity on the wrong box.

Matter of fact I see more nells than I see ines or Serena.

Again you need to understand how pity works
or maybe statistics

I'll make an example: every day I come to your house with 4 briefcases. One has one million €, the other 3 have poo.

You have 25% chance of selecting the money briefcase... but maybe someone gets it on the 2nd box, while you need to take 900 days of poo because it's statistically possible for you to always pick the wrong suitcase.

It doesn't matter how fast you get stuff, not having a pity system means there's nothing to work towards. Personally I didn't even drop 1 part of Nell and I don't see the point in farming for something that is only down to luck.

Game can't even get to the main menu now. It goes through all it's "connecting to server" stuff and then just black screens forever. Validating game files does nothing.
