Turn off HDR. Frame gen artifacting is gone since i turned that off and if you're on GeForce, you can enable HDR in Nvidia App, HDR is better that way and there is no FG artifacts, for some reason FG and in game HDR when turned on together doesn't work properly in this game, never seen that before in any game and never seen so much FG artifacts, Someting is broken in game but this is how you can solve that issue for now.
