Yes, one of my runs (2nd or 3rd) he also did not show up until his real fight, tho I had followed a different route, starting from Empyream after Pieta.

Check that you loaded the right save.
I only noticed that I was on a day old save when I was serving in the tavern and didn't have the right perks.

Had to bomb out of the game and found the correct save on a different page.

Depends on if the scammer made the account or not. Scammers use compromised accounts a lot of the time and in those cases Valve will lock the account so the owner can recover it.

Its not possible in Battlefield V i litteraly just told you why are you doubting it, feel free to use google yourself and go to the Cheat engine websites and ask the question.
