Because someone will find a way to exploit the system by e.g. deliberately banning players they don't want to face.

He already said it was gonna be delayed, but now it's later than he said he was going to delay it too. The real idea is to not give the Steam kiddies any timetables. Then you don't have said kids crying in the forums that the game isn't being updated fast enough for them.

That doesn't make sense. With percentages they need to be additive or multiplicative, how else can the math work? So in example #2, 400% plus 500% is 900%, so 9 times damage. I don't see how 400% and 500% can equal double damage (which is 200%). Where's the math?
