I was replying to OP, but here goes: You said the game is unoptimized, that is something people usually repeat without knowing what it means because a game doesn't run as well as they would like on their system and blaming something else instead of trying to resolve an issue or accepting that it is how it is makes them feel better. In this case though, it is just wrong or irrelevant, since the game runs just fine even on old laptops. Even if it could be further optimized to run on even lower tier hardware, it would serve no purpose to the developers, it certainly wouldn't be worth the effort, and it doesn't matter anyway since OP is talking about a monster PC.

You also mentioned the combination of high end Nvidia GPUs and AMD CPUs, this is by far the most popular configuration for gaming PCs right now. If it was just that, many thousands of people would be having the same problem, and it seems that they don't so it is most likely just a coincidence, although we can't know for sure. The game is also made in Unity, so if there was an inherent issue with very high framerates or something, there would be literally millions of people protesting about this.

If you want to troubleshoot this, feel free to provide more information. Does it happen all the time? Do certain things in the game cause it? Does it happen with MT1 on the same PC? Does it still happen if you swap the GPU to a less powerful Nvidia one? Does it happen if you swap the GPU to an equally powerful AMD one? Do any other games, Unity or otherwise, have the same problem on the same PC? If they do, do other people also have the same problem with those games, and on what configurations?

Stuff like that. You did say that dx12 makes it happen less, but it still happens so the problem is elsewhere.
