Well if you encounter the stuttering then disable the fTPM setting, otherwise update your BIOS.

Just get your motherboards full name in system info and search that on google to get the manufacturers page (check it of course) and find the BIOS update file. It should have steps to update on it or within a file.

A Sonic & Knuckles cartridge by itself can be quite pricey nowadays, and that alone costs more than this entire collection does (even with DLC). So no, I would not consider that to be a better deal. If anything, it feels much more of a scam compared to this or the collections I mentioned above.

So buy one of the compilations. You get more than Origins without that DLC BS.

Game discord server is full of angry nolifers, game gets slightly better with each update, but community gets to even much more garbage grade

Do you have any mods enabled? Does the issue happen without them?

If you can flip over all cards, only the unique (1 of) villagers could be the drunk. Any duplicated villager won't be the drunk, except there is a possiblity of that if there's a puppet on the board.
