Note the "total" in the description. This means it is counting all your crew for that stat. You have 767 engineering but also 1132 acumen coming from other crew. 767/1132 = .677 or 2/3rds of full power. Normally, you'd get 3.8% per point.

That math doesn't make sense. The divisor is 1,133 (it's actually 1 + total acumen), so the effectiveness of the ability is divided by 1,133. Without the divisor, it would give 1,133 times as much bonus.

The calculation right now is:
0.005 * engineering / (1 + acumen total) * points invested * crew skill
0.005 * 767 / (1,133) * 4 * 1.5
0.0203 = +2.03%

Without the divisor, it would be:
0.005 * engineering * points invested * crew skill
0.005 * 767 * 4 * 1.5
23.01 = +2,301%

To get that 2/3rds value, one would have to treat exactly 1 engineering and 0 total acumen as "full power".

All of the crew skills are multiplicative with each other (except warp core charge speed) but have a linear increase in additional investment. In other words, the more you put in one skill, the better the others become while the worse that one skill becomes relatively.
Think about it this way. Say you have 100 reactor power gen. The first point of the top skill increases it by 5%, giving you 5 more gen, while the bottom skill increases it by 3%, giving 3 more. Obviously, the top skill is better. But after investing 20 points in the top skill, your reactor power gen is now at 200. Investing another point in the top skill would give you 5 more power gen still but investing a point in the bottom skill would now give you 6 power gen, even though both skills still give their original percentage increase of 5% and 3% respectively. Now, investing the bottom skill is better. In fact, it became better a few points ago. However, once you invest a few points in the bottom skill, the top one will become better again. This relationship change will keep happening until you can't invest anymore because of the skill caps.

If the bonuses are really small, like the 5% or 3% per point, you might need to do this sort of math. However, as the bonuses become larger, the maximization becomes really simple: distribute the points as evenly as possible, completely ignoring the per-point bonus values.
