But something obviously is messed up.

One thing that is known to cause issues is OneDrive.
So if you use that, I would recommend to uninstall it unless your really need to share your documents folder with a different PC.

I also would not recommend to switch steam cloud on and off.
Either leave it on OR off.

The game saves a local copy of your profile by default in your
"Documents\American Truck Simulator" folder.

If you have steam cloud enabled you will find them in
"<Steam-folder>\userdata\<user-id>\270880\remote"

To check what's in your steam cloud you can use this link:
https://store.steampowered.com/account/remotestorage

Sometimes when steam cloud is enabled and you miss a profile, creating a new profile also helps to make the other profiles visible.

The game also creates ".bak" profile folders when a new release is installed.
There you might find something as well that is working.
You just can copy them over to the profiles folder.
Use the latest of the .bak folders of course.

Maybe this will help to locate a working profile.

Hey! I got things to work! And I credit you!

Here is what things looked like earlier: https://steamcommunity.com/sharedfiles/filedetails/?id=3551412447

But I credit you for showing me where the user profiles are stored!

I found that I had multiple profiles stored in C:\Users\STG\OneDrive\Documents\American Truck Simulator\steam_profiles
But deleting those didn't help. But when I deleted the single profile stored in C:\Users\durin\OneDrive\Documents\American Truck Simulator\profiles
It seemed to restore my single profile correctly (presumably from Steam Cloud)
So it's working now! Seems a bit confusing as to what happened and why that fixed it, but it's working now!

Thank you very much for your help! Here's 3,600 steam points!
