Steam limitation: can't have achievements at the DLC level, so the DLC achievements must be tied to the base game. However, having (good) DLC achievements is a good marketing incentive to get people encouraged to buy the DLCs. I'm not against DLCs or achievements -- options are good.

Where the issue lies, is Steam saying that Factorio has 88 achievements (on the Store page), and doesn't tell you that 29 of them require the DLC. Steam has this problem with every game that has DLCs+achievements. It's misleading.
