Also, in addition to shooting the feet, you can actually shoot the tiniest bit of their elbow that sticks out from behind the shield. Riot's block angle was also nerfed a while back so their effective angle they can block incoming fire is tighter than before. Combine this with the weird mechanic that allows quick melee to hit through shields (99% of the time), and you can kite the riot shielder by running and dealing around 210 damage before finishing with a quick melee.

Riot shield and all other melee weapons have lunge (excluding most of spear's attack patterns), which increases the melee player's velocity and pulls them towards you when the game registers that they are within lunge range. Lunge does not apply vertically and instead will draw the melee player along the ground (as long as they are in lunge range) to the point at which your (the targeted player's) altitude intersects the ground. The velocity from lunge is not applied to the melee player if it is initiated while they are airborne. If lunge is initiated before the melee player goes airborne, the velocity is applied and decays from the normal airborne drag physics. Combining this lunge with a slide, the melee player can initiate a "superglide" where they can slingshot themself forward with a much longer time frame in which lunge velocity is continuously applied.

This is all to say, though, that verticality is your best friend. Annoying obstacles are also your best friend. Anything that forces them into a mantle briefly exposes them. A recent patch also now makes it so the riot shielder's riot shield will somewhat sync to the vertical angle of their camera, meaning when they look upwards the shield raises to match. This angling, however, greatly exposes their feet and even lower body. Capitalize off of this.

Yes, riot shield can be annoying, but it requires much more movement knowledge from them to effectively use the weapon. This includes the mechanic that allows the riot shield to block bullets wherever it is in the game world, regardless if it is raised in the defensive position. The tricky part is that this seems to operate more to favour the riot shielder than anyone else who opposes them (when the shield is held to the side). This results in shooting their invisible shield hitbox sometimes when they are approaching you, but on their screen the shield that they are holding to their side is actually intersecting your line of sight. The solution to this is to aim as far opposite as you can to their shield, and hope that the server desync isn't too horrendous.

If all else fails, remember that you can always keep your distance once you are out of lunge range (this is MUCH easier for light class, and MUCH harder on heavy class). Riot shield doesn't deflect bullets like dual blades, meaning their only source of range damage is gadgets, specs (only guardian turret), and cans & arena carriables around the environment.

I could give you some tips on using it. All these commands are typed in the DF-Hack console. A unit/character or location must be selected by one means or another for some of them to function. This gets really "cheaty" if you let it, so give yourself good reason to use these commands. In game reasons related to story or otherwise.

gui/gm-unit
Easily allows you to change the skills, traits, appearance, beliefs or stats of any selected unit or character in Fortress Mode or Adventure Mode.

gui/gm-editor
More complex to navigate, but you can exceed limits with this command, making characters with 10's of thousands of agility or strength stats for example.

full-heal
Heals a selected unit or character.

flashstep
Allows you to teleport on the map. select a unit first using the look command, then target and area on the map, type flashstep and hit enter in the DF-Hack console.

gui/hack-wish OR gui/create-item
Allows you to manifest items, and define their quality too. in Adventure Mode, it ascribes your character as having created the item.
Logic: createitem [Item token] [Material] [Quantity (optional)]

spawnunit GOBLIN MALE
Example above. here's the logic: spawnunit [-command] RACE CASTE [NAME] [x y z] [...]
You don't need to target the x y z if you use the in-game cursor to look at a location.

exterminate
kills enemies or units in general depending on what you select.

reveal
Reveals all things on the local map. use "look" in Adventure Mode along with the "<" and ">" keys to look up and down the local map, for example.

clean items all
There are many clean commands, but this is one I like. It removes splatter and various other forms of filth from items.

rejuvenate
Restores selected unit to 20 years of age.

resurrect-adv
Resurrects dead adventurer.

die
Stops the program without saving. Useful in some cases.
