Ambush success chance is countered by the enemy's ambush defence chance. So you having 100% chance doesn't mean you will 100% of the time successfully ambush. Enemy heroes can also scout you out as well.

Do you know if it´s capped? I had 100% ... but added more points into it, it still shows 100% but are the 30% from Kroq´s blue line added into the mix of calculations we can´t see?

I played through the game again, allowing everyone to enter the lighthouse and when I finished the game, I did not get the achievement.

I let in Jackie, the Elder, the fisherman, the priest, the courier, Misty, the soldier, the captain drugged up on Ember, the hunter's wife, the hunter, the Nanny and the boy, the mushroom witch and the dog. They also all left on their own accord by the end of the story except for the dog.

Is there anyone I'm missing? Or is there a specific story route I must follow?

Not really. Those four maps are a preview what BF6 will be like. Many of the other five maps will be extremely similar based on their website descriptions. The second NYC map and New Orleans are also infantry only urban maps. Even in Conquest, the entire BF6 maps are about the size of a single sector on BF2042's larger maps (Spearhead, Discarded, Renewal).
