This is why you should never, ever download and install cheats... you (most people) really don't have any idea of what they are really doing to your computer.
Actually, the phone number used on a banned account will be suspended for three months and cannot be applied to another account during that time.

So Valve only recommends the reformat, as you can see from that official support page. I suggest that you do that. Roll the dice, and sometimes you come up snake-eyes so fair warning ahead of time.
Even when some in the past thought they totally removed all the cheats, they still were later VACed on a newly created account. We cannot know for sure it was the previous cheat(s) that caused that but it is safe to assume that it happened to some of them at least, since many have had that happen to them.
