never ask you to appoint as moderator - if you ask - you never be moderator!
be balanced - troll-resistant! you must withstand at least three bites from troll at once, without changing the heart rate and pressure!
be accurate - minimum of innocents suffered from banhammer
be wise
be cool
be literate
to know at least two languages (know curses, insults words in several languages)
to know whole Steam - for to help users
If a mod position opens up, then they will ask someone from the forums that they think will fit in with the position, be responsible, respectful and helpful to others.

And it is good to see that some of you are interested. But back to the question asked... How do I become a moderator? Well, there isn't an application. Additionally, there isn't any kind of checklist of items to complete. The best advice I can offer is remain an active member of community, help others, and do things to gain recognition (but don't go overboard). New moderators are added in small numbers when a need arises. There is an element of truth to what ianskate said above. That is up to the individual himself to judge. Been plenty of fun times as a Moderator. One of them being the rage you get from users. It has it's plus sides.
I'm going to bet some of you have a 'i've been called a X' notebook out there, with the best 'compliments' you get from certain people.
