Alright. Thanks. Wasn't sure because of the above text. Makes it sound like if I collected some cards for a different game it would let me craft those packs. I know you can collect cards and make a badge for a game you dont own so I was just wondering.
This "cooldown" makes absolutely no sense to me. Anyone got an idea why that possibly could be a good thing or useful?
Yes, there is a limit to how many booster packs you can make in a period of time for a single game.
1) one per day per game
2) number per period of time
right?
And what is this period exactly?
Sorry, I dont know, I dont make them that often. I can tell you that when you hit the limit, you will get a message telling you. As said above, it might just be one a day per game, but I seem to remember having a longer cool down more than once.

per game: 1 booster per 24 hours
there should be no other restrictions. i have created up 30 per day for different games.
it also should not matter how many times you craft a booster for the same game.
