Usually lots of Asians and Russians sell Steam keys or Gifts to Keyshops which sell them all over the world for lower prices.
Steam tries to contain this with the use region locks for newer games. So the way of thinking Steam is overpriced is absolutely wrong.

Call of Duty®: Advanced Warfare is 59.99$ for me, that will be 47.54 Euro, so they are selling you the Dollar price with 2.50$ profit abut..
Check out kinguin.net for example they also sell STEAM Gifts and keys which have to be activated via a Russian VPN and they are way cheaper than the prices you normally pay.
But you are right go ahead find out yourself...
They can still be region locked. RU keys are only usable in Russia. Many of those sites buy Russian Keys to resell or from bundle sites that still give keys (even if it is against their TOS to resell them). That is why some sites say to use a VPN to activate the game (this is against the SSA).
The main diffrence is that, on Steam, the developers set the prices where other sites buy their keys. Even Amazon buys the keys from the developer, so they have more controll over what price they sell it for.
unauthorized? its a game key.. lol you get the key go to activate a product on steam and enter the key.
yeah so u buy a key and get all happy, cause u just spend 20$/€ less.
u try to activate it and holy cow, its not even the right language, its only russia.
u contact the keyshop, but keyshop support doenst even give a duck.
with steam u have a lot more security. i only have a handfull keyshops that i rly trust, if the game is not on there i bu at steam
yes they sell russian VPN keys at less than £10 but only a fool would buy that, instead you can buy the regeion free english version for £31,50 aka 39.99 euros
lol a bit extreme? its not like whoever steals credit cards would buy games with it instead of something worth more value. and that wouldnt happen in the eu theres bigger fish to fry than buying games with stolen cc.

Well maybe in EU but to sell keys so cheap they dont buy them in the EU I guess...
What earm means is that you have to be an authorized STEAM Key reseller to sell those game keys. Has to do with licensing but it is quite complicated to explain...
Not authorized resellers buy their keys from various cheap markets (they mostly buy retail, copy the code and throw the retail box and DVD in the trash). They do whatever they want including selling keys you need a VPN to activate it. Those keys are cheap.
A few of the biggest not authorized resellers are owned by a person from Hong Kong.
