Where do I send my demo to report a cheater?
I have the demo but I don't want to post it here because i'm not sure if I can get forum banned or not from doing that.

You don't. Valve doesn't take player submitted evidence of cheating. They rely on VAC to detect cheats.

All you can do is report the user by their profile page.

But, I have proof and everything, and this guy has like 300 hours on his account. Does making a youtube video help at all? I mean he's playing it safe but from the replay it's obvious because he keeps staring at the walls and looking at enemies.

Doesn't matter how much proof you have. Valve doesn't take user evidence as it can be faked.

VAC bans are automated. Valve doesn't go in an flag an account as VAC banned.

What about the OverWatch thing? People there go through replays/demos and combine the verdicts of multiple people.

User evidence is still not used, even by Overwatch.

What evidence is available to the investigators?

Investigators are presented with a replay of a randomly selected eight-round segment from an accused player’s match, and their task is to determine whether or not that player has committed any offenses during that replay. The suspect is referred to as “The Suspect” and the other players’ names have been replaced. All text and voice chat has been omitted. The investigator is expected to make a determination solely based on the actions of the suspect.

oh well.. I hope that guy gets banned and his friends get in trouble for being his accomplices..
I provided all my proofs and links between his friends and main account in the initial report just in case.. Thanks anyways!
