Treesize Free.
This scans your drives and shows the directories/files which use up most of the space. With that you are able to decide very fast what to uninstall, if you use it in your game directories.
I use it for years now, and have even bought the full version, because I use it regulary.
EDIT:
I like to keep lots of games installed on my PC since it's a gaming only computer. I keep all low file games installed and then select some bigger (60+ GB) games to keep on as well. This rig right now has 133+ games installed.
Sorry, my bad. You'tre right. This is only useful if you want to make space for a new game.
Expand that shelf so it shows all the games, and scroll down -- you'll notice that all the games that are not installed are NOT sorted by size, probably because "size on disk" is just used as "0" so it uses a secondary sorting order.
it is only really pulled from Steam when it is needed and that is on triggering an install.
if that ever will change is questionable because keeping those values up2date locally accessible for users would be quite challenging to do for 30mil+ concurrent users.
so, i wouldn't bet on this getting implemented.
so ... self-made on-hand solution/workaround:
on normal desktop client, you can multiselect(ctrl/shift-click) and rightclick, install selected...
which results in total size of all games selected, looks like this:

don't try that for your entire library at once though, that would take a long while and might fail.
combined with manual labor, you could use collections to make uninstalled games easier distinguishable in their install size.
there was once a 3rd party site that kinda did this but that site is unusable since a long time, so i wont recommend it here.
other than that ... SteamDB has all the depot sizes but no way to collectively tell you things about your library but can also be used to get the install size of games.
