and how do you know that this was sent to this IP?

i just question that because if you are experienced enough to work with a packet analyzer tool to see that then this thread would have never existed because you would know how to find out the owner of an ip.

I do know how to use an IP lookup tool and a packet analyzer. I did see that it was hosted by Nevada System of Higher Education but what I meant with my question was if Valve is associated with this ISP. I will assume as GhostMotley said, that it is indeed a data center of Valve. It would be nice to have any confirmations on this though.

Use a router and just Ban that I.P. Address specificly. The see if anything you use doesn't work. I'd say it was strange, but then I see strange things on the internet a lot. Like Tokyo Robots trying to crawl my servers. As if any service I offered would be useful in Japan waht with the language barrier and ping of 400. It it possible that someone linked a file/picture/link on your profile that is hosted there ? It may just be refetching on log in.
You dont need a router, just add the ip# to the windows host file.
