It's not called Gift CARD for a reason
However, my ex-girlfriend's brother went to jail for stealing over 100 Amazon gift cards about 9 years ago. So, is it safe to assume that maybe something like this happened to Steam gift cards in the Czech Republic? and they chose to use a receipt instead of a gift card?
although a code printed on receipt AND gift card in combination does not exist. if the code was printed on receipt, at most a proxy card may have been used to make the purchase process easier but you wouldn't get to keep that proxy.
if it narrows down the be a code printed on receipt and you just have a proxy card, the store of purchase is to be contacted, Steam support can do exactly nothing in this case.
your friend at least need to know when he made the purchase. sometimes they can look up their copy of the receipts .. if it was not an antiquated store.
