What may make them worthwhile is that you can turn unsellable Steam items (not ingame items) into gems and save it to get an additional booster or two.
I recently used my gems to buy FF-X boosters.
At the time three cards, even regular ones, were worth about twice what the gems were worth..

currently the average card value after fees has to be 22 cents for a 8-set(750gems) booster pack to be profitable.
the gem price dropped by 8 cent because of the sale, the cards stayed relatively even. so there was something wrong in your arithmetics because this pack could have been only resulted in a loss and selling the gems would have been more profitable.
To clarify, I meant recently as in a month ago.
