I can't comment on VR because I'm absolutely not interested in that, but as for adult games... I have a few of those in my library as well and some of 'm can actually be a lot of fun I think. I'm not necessarily talking about the adult stuff but the sillyness (or seriousness!) in gameplay as well.
As with all things your milage may vary.

You need to understand the filters better. Enabling adult content is why youre seeing what you dont want to see.
Nudity is NOT adult content alone. If you disable adult content, you will NOT disable nudity unless you do that as well.
In other words, and to use the common example, if you do not allow adult content you will still see The Witcher in the store.

That's covered by the "General Mature Content" and "Frequent Violence or Gore" filters. Adult Only is just the Red Light district on Steam.
If don't want to see adult games, don't enable it, games like GTA, witcher, or etc are not adult games, even though it has nudity, they're mature games, that the difference, also adult games has a yellow banner that hard to miss on their store page that tell you flat out it's an adult game.
People reviews all kinds of games, not sure why that be shocking if someone reviews adult games, or game with nudity in them, as no different than people reviewing racing games, fighting games, games gore, or mass genocide, you get the point.
Do devs have much free time, pretty silly questions, and answer can be yes, or no. Why do you play video games? Do gamers have much free time to play games? See how that reflects on your question, as games don't magically make themselves, someone has to make them, and that should give you bigger idea why your question is very silly.
People plays all kinds of games, some are unpopular, and some are popular, not everyone plays one game, or plays only certain things, everyone play games to their own likely, as that kind of the point have choosing your own gsmes to play, just like why you watch an unpopular movie, compare to more popular ones, and answer same because you can, and wanted to, so really people choose whatever they want, and there no shame in that.
If you play games, and someone ask you that question, why need to know that, and why would that matter?
