If does not work. You can restore the base game from same link. By clicking "It's not in my library"
You can refund the base game as long as it's under 2 hours or 2 weeks purchase.
Not today, change was done well over a year ago
Dev's can set up the bundle to let people buy it, they chose to make it all or nothing so complain to them
It didn't happen with all bundles, as the only option was "all or nothing"
One would think it would be a good idea for pub/dev to add on their game storefront to add, "no worries, already-owned items will automatically not be added or charged, so you cab still get a great deal on items not owned" or customer-friendly something.
Dev's can pick 2 types of bundles.
One is an all or nothing one, the other is a complete my collection style one. They choose which to use
A all or nothing thing, a red beacon or complete my collection blue beacon thingy.
I'd probably buy more without finding a vague, "1 or 2 items are already owned, cannot complete transaction" and it doesn't show me the items.
Tghe point is it's an all or nothing offer. No different to any other offer for anything in retail where it's only open to new users. You see this with magazine subscriptions, for example.
So sorry, but that's just a common thing.
If that's REALLY a change that Steam made, it's a HORRIBLE idea.
Things used to be very simple: you could get a key for a bundle with stuff that you already owned; it would just give you the new stuff and "discard" items that you already had (because Steam does not use multiple licenses in any way, like being able to family share the game to multiple people at the same time).
At times, that was a quite attractive offer because "full" packages were often cheaper than trying to individually purchase the items you were missing.
"Tailored bundles" had nothing to do with this; you can't get keys for these anyway.
