If I gift my friend a 5$ online steam card will he stop being limited?
Can anyone please help me?

A digital Steam Wallet Card? No. The digital cards do not count for the $5. If you get a physical card and give your friend the code, that will count. Keep in mind the physical cards are a minimal of $25 USD.

Is there any other way to make his account non limited without him purchasing a irl card or adding money

I found a link about limited accounts, the options are limited but if your friend likes Steam, I'm sure your friend will eventually buy more games and/or start to level up and so forth.

You're probably thinking of the market restriction that you have to buy something from the Steam store at least once a year to continue using the market. That's not the same thing as limited accounts.
