Account is limited but shouldn't be
I cannot used marketplace because my account is Limited. The reason I'm told is: "You must have a valid Steam purchase that is between 7 days and a year old with no recent chargebacks or payment disputes."

But reading the rules it clearly says: "Some examples of purchases that grant access to these features are:...Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account..."

I have done this not once, but twice and still my account is limited?

if the funds were digitally gifted, then they do not count. all funds must be added directly to the account thru a wallet code or from credit/debit/paypal.

it also takes a few hours for the restrictions to be removed

Also note that although you will be unlimited, you still have to wait a week before you can use the market.

There's confusion between two separate "limitations" on steam.

Buying something, or adding funds to your Steam Wallet to at least $5 USD will remove the "Limited" status for ever.

However the Steam Marketplace has an additional requirement:
You must buy something on steam at least once per year, to keep access to the market.
It can be the cheapest game on steam ($0.40 is enough)

That's what the message you got means.
If you buy something now (or add more money to wallet) you will get access for another year, but only after waiting 7 days. (there is probably a reason for this. but I don't know it)

I believe it's so that if a long dormant account gets hijacked, the purchase activity would alert the user that someone is accessing their account, since any purchase (game or wallet funds) will generate an email, as will making other changes to the account as well. That way the user has time to log in and hopefully secure their account before the hijacker can do any damage to it.

Your account is NOT limited - you just cannot access the market because you don't have a valid purchase on record from the past 365 days. This is nothing to do with the limited account status.

Buy a game of any monetary value or add funds to your wallet, wait 7 days and then you can use the market. You need one valid purchase on record that's not more than a year old but older that 7 days for market access. Once you've unlimited your account in the first instance, this other restriction doesn't need to happen again.

for receiving digital gift cards Steam knows that an other Steam account spent the money and not your account, that is why they do not count for anything.
Thank you guys - I still think these requirements are being communicated in a very unclear and convoluted way by Steam. And even after directly adding founds I still seemingly need to make a steam store purchase - which as someone mentioned is a sort of "secret" extra requirement.

But this is where the saga of bad customer service continues: every time I try to make a purchase in the steam store it fails.

You do not have to purchase anything. There can be a delay between the time funds are added to the account being unlimited.

You need to spend or add $5 using a credit/debit card. The restrictions will remove themselves forever, but you'll still need authentication for market selling and purchases.
