Also, if you’ve specific MP games you strongly prefer, it might be good to see if their hubs have subforums or threads dedicated to matchmaking.
That's how I met some of my most dear Steam friends. Some befriended me, I befriended others and in some cases a bit of both :)

In real life if you want to make friends you get out there in some way and involve yourself. It's no different here.
So, the best routes are either to regular focus on games you want to play and gradually note people who you come across you enjoy playing with and talk to them politely, request you perhaps frined them and say "hey I've played with you a few times and liked the way you played, etc".
That's a great start for focusing on the games you directly want to play.
But there's more than that. I don't often play online but I have loads of friends on here, mostly because I dweel a lot on these help forums. We natter from time to time through messages.
So you can easily take part on here, or if you're not up to helping others out or lack experience, you can equally just get inovled in certain game's forums (every game has their own forum here, accessible from each game's page).
Get familiar with people there, post stuff there and so on.
Start building up your friends list and you will even be able to have a pool of people you can trade cards with once you acquire enough.

Basically look at all the people who routinely get banned and spam the forums and do the exact opposite of what they do.
Not everyone is interested in making friends.
