what sort of engine or software let me make games like these?
I was hoping to make a simple, free-to-play game and throw on a random blog, just to test out my skills on game developint, but the tools I have don't cut it, and I can't find one that have what I want
so what I'm try to make up is a RPG with random encounters, the specifics don't really matter right now, I'm try to focus on the story, with 2D sprites on the characters during the cut-scene, with the regular models on gamplay
I don't think I can explain it that well, so here are three complete different games with the method I want to use

I see there are quite a tad of games using this method nowaday, I've planned to make a simple character-driven game just to test out my skills, but if I don't know what's that even called, how can I? can you link to a software (preferensially non-coding, even if paid) or at least name one

If you have never done game development before then try out GameMaker or Construct 2. If you have done a bit before than unity isn't too hard to use either.

I've tried all three and even Unreal Engine and Blender
but like I`ve said, they won't cut it, not for what I want
just look at the cut-scenes of those three videos,, the sprites of the characters,, and how they feeling on that ocasion story is told through that

But I so realise I`m not making much sence here, after all, it's past 3 AM and I'm surprised I could even type my laptop's passworld, I'll try explain better in a few hours

Seems like a lot of those games uses the engine "Gamebryo", you mig find what you're looking for there?

so Let me clear it out
the game I'm trying to make is character-driven, it means, you play the game for the story of the characters on it, not necessarily a compeling and intriguing story and plot, rather, the story of the protaginist and how they affect he lives of rest of the cast
as for gameplay, it matters little, in fact, even no gameplay at all would still work out in this case
the base idea of an RPG is in it's name, a Role Playing Game, we play RPG for see the story through the protagonist eyes, random encounters, turn-based fights and leveling up are just the side-salad, the main course is to see the character and their stories, to discover what your friend is afriad in life beats any zombie killing spree, to see that lonely and depressed rival reaching out to your hand with a faint smile is far beyond winning any world tournament
so I'm trying to make this game of that kind, I figured having a sprite-based story would not only make it easier developing, but it could tell the story better than 3D model could

The only knowledge I have on game engines are from the Unreal engine and I'm not sure I understood your last post but looking at the Unreal store I found this template:

Is that what you were asking about? An engine itself can be used for a lot of different things, the only crux is the steep learning curve for new people. Anyways, I don't think I can help you with your problem and I'm sorry, still, Good luck with your project!

that's it! THAT'S EXACTLY IT!! and on Unreal Engine too!! makes up for the story and gameplay! what you called that? a "visual novel" I've never heard that name before... can you show me some example just o be sure?

that are several types of different games.

they only have one thing in common and that is the story and dialogue being told in a comical style, which is broadly used by visual novels. there are enough of them on Steam, google it. I don't wanna link any here because they infuriate some people.

there are special dev tools to create those but you cannot use them since you want other types of gameplay and also 3D gameplay which is impossible to realize with tools like RenPy, which is mostly used on VNs.

if you don't need any extensive 3D, try RPG Maker VX Ace Lite, that is the free version. that should provide you with everything you need. if you wanna focus on arts and story. doesn't need much coding.

I'm sorry but I don't know anything about Visual Novels, I just searched for some sort of dialogue system on google with the Unreal Engine as a tag. I also believe it's better for you to read about what it is yourself so that you can get a deeper understanding if that's the kind of game you want to make.

You're either going to have to come up with more realistic expectations on what you can do or you're going to have to roll up your sleeves and do some actual work.
