Does it take 14 days for steam to refund my money to my bank account?

It depends on the refund.

If you're within the known limits (not played longer than 2 hours and you don't request longer than 14 days after purchase) it shouldn't take longer than a few days.

15th of Februari did I buy myself a game (+ DLC pack) which I didn't like and I asked for a refund the very same day. Yesterday (20th) it got approved and my refund was in transit state, today it's all in my wallet. Well, not all of it because I just spend some ;)

So yeah, it can take a few days.

And always remember we're talking banking days. So sat and sunday don't count.
