Launch Steam and connect to a server through a single shortcut

I know you can connect to a game server with "steam://..." etc. But I'm unsure if this would work if Steam isn't running? And if it doesn't, would it be possible to create a shortcut that launches Steam and connects to the server straight away?

Something like: "steam.exe" -server ip:port?

steam.exe -applaunch <appID> [launch parameters]

for ARK possibly:
steam.exe -applaunch 346110 +connect ip:port +password pw
replace ip, port and possibly password with what you wanna connect to.

the launch parameters are always depending on the game. if my example with your replacements does not work, ask on the gamehub.
