So if you did not write them down somewhere and cant remember the titles you are 100% out of luck.
That does not really help, that only lists games that have been removed by Valve from being sold on Steam.
The OP wants a list of the games he himself removed from his library with the function on the Support page.
And that function does not exist.
It makes no sense to say: "I am not interested in this game and in the info I have bought it, so I want to delete it permanently" and then to say: "I am interested in the games I deleted permanently".
Yes it does. Under Stats & Tools you have Removed Game/Software Checker which I tried.
But it doesn't seem to work accurately anyway. As it listed 3 of my current games (have not been removed by Steam and store page still exists) in the list. In other words, the tool said 3 brand new ACTIVE games have been removed from Steam completely, not just my account. So it's not entirely accurate.
The only way is purchase emails.
