I notice that some generic, private account that has never even posted on the forum, did post on your profile to thank you for letting you "borrow" their skins so you could gamble them and then pay them back with interest. *cough* *SCAM* *cough* Excuse me...is that perhaps why you're "just wondering?"

the user never owns an item, unless it is their workshop submission and the dev/pub of the game has a specific clause in their agreements that mentions that the submitter remains ownership of the item. the default is that even after you submit something, you give your right up on it, including copyright.
the legal agreements between dev and Valve can differ, so there is no general answer to your question other then that you as a user are most likely do not own any item in your inventory.
