5$ Restrictions by gifting a friend.

So, I made up this account but it's restricted. If I purchase a game as a gift, and send it to a friend, will that work to remove the restriction? Cause my friend wants me to buy a game for him(he'll give me the money, and I buy for him and I get the restriction lifted as a bonus).

if he gives you the money via steam digital gift card, then he spent the money on his account, not you. if you use the money then, this will not count towards lifting the $5 restriction.
