How do I uninstall Classic Offensive?

you meant global offensive.

rightclick game in library -> delete local content.

No, i dont want any terrible things to happen such as, get Vac Banned for changing the game files.

Yeah Right click game in library then click delete local content

The files for the are in the SourceMods folder so it doesn't change any of the existing csgo files.
