Will a regional version work abroad after activation?

Visiting a friend abroad, I wonder if we will be able to play Divinity Original Sin 2 on my laptop seeing as it is a regional version that I'll buy and activate in my region.

Will I be able to play or even download it when outside of the region?

If the game has a restriction to a certain region (which will show on the shop site and at checkout) then it will not work if your friend lives outside that region.
You will get an error message when trying to start the game.
BUT, after 90 days in your library every game becomes regionfree and can be installed/played from everywhere in the world. So look when you bought Divinity 2 and how long you have it on your account.

If you never went online while abroad it should work

Sorry for resurrecting the topic, but now I'm realizing that most of my VR games have been bought just recently and they probably won't work abroad. Any other way except never going online in the different location?

3 months after purchase the games will have no restriction. and for most games there is no restriction at all.

There is no other way. If there were, the restrictions would be useless.

If you use VPN you should be fine, if its an offline game you can play until the game identifies your locations Via Steam Offline Mode.

Using a VPN to circumvent restrictions like that is against the steam ToS and can lead to your account being terminated
