In most cases when a computer is stolen it isn't to get access to your steam account, vast majority of thieves couldn't care less about Steam. Most of them just pawn the computer, and pawn shop just reformats the hard drive, or thieves try and get information to steal your identity (the bigger threat when it comes to computer theft).
if he cares about his Steam account then he had Steam guard enabled. he can login on any other computer and deauth every other device here:

Tell your friend to report the theft to the police, and check out some local pawnshop.. That's all can be done
