You could just use Windows Update under Control Panel too.
This is all written in the starting post.
First i download this one. https://www.microsoft.com/en-US/download/details.aspx?id=5842

https://www.microsoft.com/en-us/download/details.aspx?id=49093
then after that, your are ready. whoalaa.. insta fix.
thank you guys everyone.
Do I need to reinstall Steam?
Hey man, have you already fixed that? My windows update is not working, someone here talked about some DISM tool. Then I struggled a bit but found a ♥♥♥ version of this tool here.
http://www.majorgeeks.com/files/details/dism.html
Be careful, the download mirrors are under "Download locations" in yellow letters. There are 29872987 download buttons on that site.
Also you will need the Microsoft update from here.
https://www.microsoft.com/en-us/download/details.aspx?id=49093
Ok you don't even need to unpack DISM, you can run the exe from inside the .rar, x86 or x64 depending on your PC, probably x64. There is an "update" tab or something like that on the left, mine is in portuguese so I don't know the english word you will find there. Then from there you will be able to search that Microsoft uptade that you have downloaded. There will be a small green bar at top left of DISM screen showing the install progress.
This DISM tool forces the installation of the updates, it worked here.
i just install this windows update and all works now
https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows
that should fix it.
Note: If you've disabled Windows Update you will need to Enable it and Start the Windows Update service before trying to apply that update. Once you've applied the update, you can disable Windows Update again.
For Windows 7
- Search the dll file on C: drive
- If you are lucky you have it there somewhere. I did.
- Copy it into the Steam/bin/cef/cef.Win7 folder.
-> Client works again.
No need as far as i can see to install the kb update.
hey man, i cant update anything (i have win7 64bits too) but it says when i run the thingy i downlaod from the page, it says "update is not applicable to this pc" (paraphrasing here, it's in spanish) any idea why?

You might turn on windows update temporary
What worked for me was the missing .dll file (API-MS-Win-core-file-l2-1-0) I guess it's a new file now that steam client needs in order to load things up.
You can download it on the internet.
So thanks steam support and thank you guys for the instructions.
steam settings -> account -> beta participation -> opt into beta.
