Can't access community and store from steam client.
It works with mobile and browser though. I am also able to perform in-game purchases.
I did a new steam client installation but the problem persists.
HELP

EDIT: this is a problem with SteamWebHelper not launching because of missing .dll files.
For windows users:
1 - Launch windows update tool and download necessary updates including service pack1
2 - Install full SP1 from here (use the .iso package for an automatic installation)

3 - update your .dll files

4 - restart steam.

Alternatively if you want to avoid all the telemetry stuff coming with the update package, you can downlod api-ms-win-core-file-l2-1-0.dll from somewhere (or copy/paste it from /system32 or /sysWOW64) and move it to Steam\bin\cef\cef.win(x)\
then uninstall the updates.
This might not work for all Windows versions

EDIT2: this has been fixed in the new steam client update 10/18/2017

The .iso should contain it all.

You could just use Windows Update under Control Panel too.

This is all written in the starting post.

Zoldyek you first need to launch windows updater (start -- windows update) and download necessary updates including the latest windows updater tool and a small SP1 update then you go and download the big SP1 .iso from the links provided by teutep

first i would like to thank, Teutep, who have a lot of patience teaching me, and mahmoud for this really helpful thread, i would like to share how i manage to work for future people who need this.

Second i download this after i finish installing the first one

Unless steam fixes it people with a new system who have that error cannot access anything else than their game library because everything else won't work. Steamwebhelper cannot be started because of this.

Hey man, have you already fixed that? My windows update is not working, someone here talked about some DISM tool. Then I struggled a bit but found a ♥♥♥ version of this tool here.

Ok you don't even need to unpack DISM, you can run the exe from inside the .rar, x86 or x64 depending on your PC, probably x64. There is an "update" tab or something like that on the left, mine is in portuguese so I don't know the english word you will find there. Then from there you will be able to search that Microsoft uptade that you have downloaded. There will be a small green bar at top left of DISM screen showing the install progress.

This DISM tool forces the installation of the updates, it worked here.

Thank you all))) Finally I solved the problem. I first tried to install the update on Windows KB976932 but I already have. I then installed the update KB2999226 and all started to work). Before these updates I was cleaning cache, cookies and so on in the steam client and it did not help. And now everything is OK)

IF you can access the STEAM STORE from a normal web browser, but can't access it from inside the Steam Client, then download this:

that should fix it.

Note: If you've disabled Windows Update you will need to Enable it and Start the Windows Update service before trying to apply that update. Once you've applied the update, you can disable Windows Update again.

Just like the OP suggested, but want to confirm:

For Windows 7

- Search the dll file on C: drive
- If you are lucky you have it there somewhere. I did.
- Copy it into the Steam/bin/cef/cef.Win7 folder.

-> Client works again.

No need as far as i can see to install the kb update.

Yea so for those who've had issues with steam client only, the solution is above.
What worked for me was the missing .dll file (API-MS-Win-core-file-l2-1-0) I guess it's a new file now that steam client needs in order to load things up.
You can download it on the internet.

So thanks steam support and thank you guys for the instructions.
