Specifically I would read the section on booster card drops which reads:
How can I get a booster pack?
Once you have received all of your card drops, you become eligible for a booster pack, which is a set of 3 trading cards that may include both basic and foil cards. Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility.
Once eligible, your Steam Level increases your rate of receiving a booster pack drop:
Level 10: +20% increase in your drop rate
Level 20: +40% increase in your drop rate
Level 30: +60% increase in your drop rate
Level 40: +80% increase in your drop rate
Level 50: +100% increase in your drop rate (i.e. the rate has doubled)
Etc.
What has never been officially published or acknowledged is the official base drop rate. Whatever it is, it is a very small number. So in my case I am eligible for about 3000 different booster pack drops and my level is 251 which means that my drop rate percent is +500% of whatever that base# is. I currently see maybe 2-3 booster packs a week. Being eligible for a drop does not in any way guarantee a drop. At your level and the number of games unlocked, booster pack drops will more than likely be very few and far between. For more info on this search the community discussions on Booster packs.

Either wait for it to drop randomly, spend gems to craft it or buy from the market.

if no one crafts a badge for a game, no one will get a booster for this game.
Or rather, it depends on how many eligible people there are, and their levels.
Think of it like a raffle: everyone who's eligible has a ticket in the box, and when someone makes a badge, one of those tickets is drawn to determine who gets the booster. Thus, if there are 10000 tickets in the box because 10000 users are eligible, your chance would be 1/10000.
Sticking with the tickets and the raffle, higher levels increase your chance by putting more tickets for you into the box. It's kind of difficult to imagine with a 20% increase, so I'll go straight to level 50 since it's listed as a +100% -- meaning you get 2 tickets instead of one, at level 100 you get 3 tickets and so on.
With the 10000 people example, if you're the only one at level 50, there would be 10001 tickets in the box (everyone has 1 ticket, and there is 1 additional for you), raising your chance to 2/10001.
Of course, chances are you're not the only one at level 50. If everyone is at level 50, chances will be 2/20000 for everyone, so nothing will have changed compared to everyone at level 1.
I'm eligible for drops in 1200+ games and receive one drop per week on average on level 100.
That's about right. I'm eligible for almost 900 games and at Lvl 102 receive one every 5 days like clockwork...
The only reason for leveling up was for me to have more showcases on my profile. Forget it for a minuscule increase in the probability of a booster pack drop.
If you still feel the urge and don't want to waste a lot of time try the services of a level-up bot. You can get 21 or more trading card sets ready to craft for one CS: GO case key.

These bundles contain around 120 games with cards. 120x 3 cards (some games have more drops) = 360 cards
360 x $0.01 profit = $3.60 worst case
And also to have more chances to get booster pack drops. The Op only has around 188 games and a few eligible boostercard games
But it can be allot of work to gett a full badge for all those games.
The OP probably doesn't know about the many bundles sites were you can buy cheap steamgames or to gett a few steamgames for free
I appreciate the heads up Paradox. I wouldn't mind upping my level a bit, but I don't want to spend any real money on it. The real goal would be to make enough money off of trading cards to pick up lots of games during the steam sales. :)
