Still doesn't make sense. You pay someone to get the cards for you? Why not just get them yourself? How does this "service" earn more money from you than it would cost to get the cards for you?
Items bought from the market can't be traded for a week anyway.
It'd be a waste anyways since it's a low level and can be easly abtained by getting some low priced cards from the market. Just look them up on http://steam.tools/cards/ like said above.
There are some sites which will trade you card sets for keys and stuff.
So if you are level 15.2 and want to reach level 20, they will provide you with the cards to craft those 10 odd badges (♥♥♥♥ maths right now
It's just a convinience thing.
Because the only way someone could do what you ask you would have to give them access to your account.
If you want to rank up your account you have to do it yourself.
Go find a cheap set, go to the Steam Market. buy all the cards (5 times so you can craft 5 times) , profit.
