Why is tracing in drawing considered bad, but sampling in music considered okay?
For the record I'm more in the camp of both being okay, I see nothing wrong with tracing as long as it's used for the benefit of one's original work, and I see nothing wrong with sampling as long as it's used for the benefit of one's original work.

There is the argument that tracing is "stealing", but honestly if it's not the whole piece that is traced, and has one's own subjects added onto it, it's not, just like sampling. There is the argument that tracing won't improve one's skill in drawing, I'd not only disagree, but would say that the same goes for Phonk artists who add Memphis Rap into their music, they do learn how mix it into their instrumentals but it's not going to make them a better rapper. It is however going to make them a better Phonk artist.

Collage is allowed, and there are paintings which take exact samples from older works. They just aren’t glorified by the art industry because they lower the perceived value of the “original” works.

Maybe for art it's like 'oh I've seen this style before, boo' but for music is 'oh this remix is nice, I'll buy".

Tracing art copies a lot more original work than sampling a beat.

Having the same lineart only leaves you with some detail changes and colouring, while sampling opens the door for a very original twist.

Tracing art is for those who can't draw well or at all, sampling is for when you're out of ideas but want to spice up someone else's work to be unique in its own right.

Tracing isn't bad. It's when you trace something then claim it as your own that it becomes a problem.

In practice and learning tracing is invaluable. It helps develop your muscle memory. I recommend a combination of tracing and freehand drawing by eye when practicing.
